The Comprehensive Annual Performance Evaluation Report (CAPER) is a summary of accomplishments of Community Development programs from Oct. 1, 2020 to Sept. 30, 2021. After soliciting public input, the City Council approved the CAPER for submission to HUD on Dec. 14, 2021. HUD approved it in January 2022.
2020-2021 Substantial Amendment and 2021-2022 Action Plan
On July 27, City Council approved a Substantial Amendment to the 2020-2024 Consolidated Plan and Action Plan as it pertains to COVID funding, as well as approved the 2021-2022 Annual Action Plan for community development needs. The Annual Action Plan reflects activities to be undertaken using HUD funds through the CDBG program for fiscal year Oct. 1, 2021 – Sept. 30, 2022.

2020-2024 Consolidated Plan and 2020-2021 Action Plan
The City of Allen Community Enhancement Department completed the five-year 2020-2024 Consolidated Plan, which includes the 2020-2021 Annual Action Plan for CDBG funds from the U.S. Department of Housing & Urban Development (HUD) in summer 2020.
The Consolidated Plan (Plan) is designed to be a collaborative process whereby a city’s residents and stakeholders shape the various housing and community development programs into effective, coordinated neighborhood and community development strategies.
The Plan details the housing and community development strategic plan that will be used for allocating CDBG funds for the next five program years: Oct. 1, 2020 to Sept. 30, 2025.
The City Council approved the submission of the Plan at their July 28, 2020 Regular Meeting following two public hearings. Watch the presentation (Item 15).
The plan was approved by HUD in September 2020. Read the plan summary (PDF). In addition, a Substantial Amendment was approved in January 2021 to incorporate additional funds provided by HUD to prevent, prepare for and respond to the impacts of COVID-19.
